Fortunately, there are a lot of parks that permits dogs in Canada where I live. Especially in West Vancouver and North Vancouver, there are over 20 parks available for dogs and dog owners. The largest one is Ambleside Park (aka. Dog Park).
This park is located besides the ocean, and one side is a river and another side is a fenced mini-golf course. So dogs can not escape from here.
Every weekend, we take our two dogs. Plastic bags for pooper-scooping are prepared for guests and there is a water fountain. This is a dogs' paradise!
Usually we find couple dozen dogs running around in this park. They look so happy! My dogs sleep very well when we take them there. "A tired dog is a good dog!"
Surely, manner is very important at the Dog Park. "Come", that is one of the most important obedience training command which a dog returns to its owner when called its name. Dogs should respond to the "Come" command reliably. Of course, obedience training and good socialization from the early age are very important to avoid any confrontation among dogs.
Even if in North America, there are not many Dog Parks. Recently I read an article on Yomiuri-Satelite newspaper saying first dog park in Los Angeles is created after the request from the area dog owners.
I hope your effort for "Dog Run in Tokyo" will be materialized!
By the way, I noticed that there is some difference in the attitude towards dogs in Japan and other countries. In Japan, the big dogs, such as Akitas are usually chained to the polls. Akita is considered to be the guard dog, therefore, he has to sleep outside alone and bark when the stranger comes.
In Europe or North America, the big dogs are usually working dogs. Working dogs means shepherd, a sled dog and hunting dog, etc. These kind of dogs have strong relationship with people and are required to understand the human language and the signals. They have been bred for such objectives.
These type of dogs suffer from the stress if they are tied and left alone. Because they need to interact with human, and NEED TO WORK or NEED TO DO SOMETHING. So in North America and/or Europe, the communication between the dogs and human is very important aspect of the training.
On the other hand, a dog which is not properly trained, i.e. barking excessively or biting other dog or people, can be considered nuisance.(5 Dec, 1996)( Vancouver, Ms Midori.K )
